Eagle Hills Properties has confirmed plans to redevelop Abu Dhabi's long-dormant Lulu Island, a 400-hectare man-made site once used as a breakwater, as part of the emirate's wider expansion strategy.

A stretch of Abu Dhabi coastline that has sat largely idle for decades is finally set to be built out, with Eagle Hills Properties confirming it will lead development of Lulu Island, roughly 500 metres offshore from the Corniche. Constructed as a breakwater in the 1990s and reachable only by boat, the island has been eyed for residential development for years without a project ever fully materialising. That appears to be changing: workers are already being ferried across daily, cranes and excavators are active on site, and several show homes overlooking the capital have gone up in recent weeks.
"We can confirm that the development will be undertaken by Eagle Hills Properties," the company said in a statement, adding that further project details would be released through official channels in due course. Eagle Hills, chaired by Mohamed Alabbar, operates in more than 20 countries and previously delivered Ramhan Island, a waterfront residential community elsewhere in Abu Dhabi.
Lulu Island itself was built between 1986 and 1992 using reclaimed sand and spans roughly 400 hectares. The project now lands amid a broader run of island-focused launches across Abu Dhabi, from Ramhan Island to Saadiyat Island and private plots near Emirates Palace.
