Dubai is preparing to implement its new regulatory framework for shared housing, a move that is expected to bring greater structure, transparency and oversight to a segment of the residential market that has expanded alongside the emirate’s growing population and workforce.

Introduced under Dubai Law No. (4) of 2026 regulating the management and occupancy of shared housing, the framework includes provisions for a dedicated rental index covering shared accommodation, separate from Dubai’s existing residential rental index.

The new framework is designed to improve transparency around rental pricing while establishing clearer occupancy, licensing and operational requirements for landlords and operators of shared housing facilities.

Shared accommodation, including bed spaces, co-living arrangements and shared residential units, plays an important role in Dubai’s housing ecosystem, particularly for workforce and affordable housing segments. The regulations seek to provide a more structured operating environment while supporting housing quality, compliance and tenant wellbeing.

Under the law, Dubai Land Department will establish and periodically update a dedicated rent indicator for shared housing units. The measure is intended to provide clearer rental benchmarks for the sector and support greater market consistency.

The legislation also introduces a framework for regulating occupancy standards and the operation of shared housing facilities, reinforcing Dubai’s broader efforts to enhance housing quality and strengthen oversight across the residential market.

For real estate stakeholders, the framework represents an important step in the continued evolution of Dubai’s residential sector. Property owners, operators and asset managers involved in shared accommodation are expected to benefit from clearer regulatory guidance and improved transparency around pricing and occupancy standards.
