Dubai's recently announced Civility Initiative is expected to influence the future design of residential communities, with luxury developer Keturah saying the programme signals a broader shift towards integrating liveability, behaviour and urban planning.
The initiative, led by the Dubai Civility Committee, includes plans to introduce a Civility Guidebook, new guidelines for public celebrations, an integrated city lighting strategy and measures aimed at improving the overall quality of public spaces and everyday urban experiences.
According to Talal M. Al Gaddah, Founder and Chief Executive Officer of Keturah, the initiative reflects a growing emphasis on designing cities that enhance not only functionality but also residents' daily experiences.
"Dubai is now defining not only how a city should function, but how it should feel," Al Gaddah said, adding that developers will increasingly need to consider how neighbourhood layouts, lighting, movement through shared spaces and the balance between privacy and interaction influence community life.
The comments come as Dubai continues to strengthen its focus on urban liveability through policy and planning initiatives. Earlier this month, the emirate also introduced new Public Safety Laws designed to enhance safety standards across public spaces, buildings and community facilities.
For developers, the Civility Initiative reinforces a wider trend towards master-planned communities that place greater emphasis on public realm design, pedestrian movement, accessibility and social interaction alongside traditional residential offerings.
Keturah said the principles are reflected across its current developments, including The Ritz-Carlton Residences at Keturah Resort, which combines branded residences, hospitality and wellness facilities, and Keturah Reserve, the AED5.7 billion bio-living community in Mohammed Bin Rashid City's District 7, where planning focuses on environmental quality, connectivity and resident wellbeing.
The initiative is expected to contribute to Dubai's broader vision of enhancing urban liveability while reinforcing the emirate's position as a global destination for residents, businesses and investors.
