DLD to Widen Investment Base and Elevate Broker Standards

Dubai Land Department has outlined its plans to expand institutional investment, raise professional standards among brokers and grow national talent across the real estate sector, tying the initiatives to Dubai's Real Estate Strategy 2033 and Economic Agenda D33.

Dubai Land Department (DLD) has set out plans to expand institutional investment, raise professional standards among brokers and build a stronger pipeline of national talent across the real estate sector, positioning these as the drivers of the market's next phase of growth.

The initiatives were outlined during DLD's participation as Strategic Partner at IPS 2026, and reflect the department's wider vision for an integrated real estate ecosystem built on capital diversification, market professionalism and sustainable talent development, in line with the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33.

On institutional investment, Ahmad Al Falahi, Senior Consultant Real Estate at DLD, detailed the role of real estate investment funds in attracting institutional, regional and international capital while diversifying the instruments available to investors. He outlined the framework established under Decree No. (22) of 2022, which governs the approval of privileges for real estate investment funds in Dubai. Eligible funds can register with DLD under the decree and access a range of privileges, subject to specific terms and conditions, an approach designed to make Dubai more attractive to long-term institutional capital through regulatory clarity, a diverse range of opportunities and robust governance.

On market professionalism, DLD recognised a group of distinguished brokers and brokerage firms for their performance, customer service and contribution to raising standards across the market. "The strength of the real estate market is built on the integration of effective regulation and professional practice. Brokers play a pivotal role in strengthening trust, enhancing the customer experience, and connecting investors with the right opportunities. This recognition celebrates professionals who demonstrate exemplary standards and contribute to the market's competitiveness, while reaffirming our commitment to developing broker capabilities, elevating performance standards, and reinforcing transparency and accountability across every stage of the real estate journey," said Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency at DLD.

On national talent, Noura Al Jasmi, Senior Consultant, Corporate Support at DLD, presented outcomes from empowerment initiatives run over the past two years, alongside efforts to broaden career opportunities for Emiratis and prepare them for roles across the real estate sector, part of DLD's commitment to building a sustainable talent pipeline in collaboration with its partners.

Taken together, the initiatives point to DLD's continued focus on regulating the market, expanding investment instruments, fostering innovation and developing professional and national capabilities, in support of what the department describes as a more efficient, diverse and future-ready sector.
