DLD’s Barwa Programme Concludes Second Phase With 169 Participants

Dubai Land Department, in collaboration with the Community Development Authority, has concluded the second phase of the Barwa Programme, bringing together 169 senior citizens and People of Determination through a series of interactive workshops.

The workshops were designed to raise awareness of DLD’s real estate services, introduce dedicated initiatives for the target groups and strengthen direct engagement with participants. The programme also supports the objectives of the Dubai Social Agenda 33 by improving access to people-centric government services.

According to DLD, the second phase achieved a 94 percent customer happiness rate. Satisfaction levels increased from 59 percent to 90 percent following the workshop at Al Barsha Community Centre, while satisfaction rose from 50 percent to 90 percent after the workshops held at Thukher – Al Wasl and Thukher – Al Khawaneej.

The sessions introduced participants to the Barwa Programme and its community-focused objectives, while explaining real estate services designed for senior citizens and People of Determination. Participants were also briefed on regulatory procedures, relevant legislation and ways to access services through digital channels or private-sector partnerships under the Al Hasela Initiative.

The Barwa Programme is described by DLD as the region’s first sustainable social and humanitarian real estate initiative. It is designed to empower senior citizens and People of Determination to manage their real estate affairs more independently through field-based, digital and advisory services.

The programme includes initiatives such as Al Barzah, Al Karani, Al Tarash, Al Mersal, Al Kaitoob and Al Hasela, along with awareness programmes that simplify real estate information and improve understanding of rights, services and available support.

The workshop series concluded with a joint session between DLD and CDA teams to review outcomes, assess impact and exchange insights. The discussion also explored the real estate-related needs of senior citizens and People of Determination, supporting the development of more inclusive and customer-centric services.

The outcomes included an agreement to further strengthen institutional collaboration between the two entities, review participant feedback and develop future services and initiatives based on the needs identified during the workshops.

The programme reflects Dubai’s broader move towards inclusive real estate services, where accessibility, digital support and direct engagement are becoming part of how government entities serve different segments of the community.
