DLD Launches AI-Powered 'Initial Registration' Platform for Developers

Dubai Land Department (DLD) has launched its new 'Initial Registration' platform, introducing a unified digital journey for real estate developers covering project registration, property transactions and escrow account management.

The platform uses artificial intelligence and automated workflows to reduce repetitive data entry, speed up application processing and improve coordination between developers, DLD and banks managing escrow accounts.

The initiative is designed to support Dubai's rapidly expanding real estate sector by making regulatory and registration processes more efficient while giving developers a clearer, consolidated view of their projects and portfolios.

AI to Accelerate Real Estate Registration

One of the platform's key features is the use of AI to read and extract information from documents including Emirates IDs, passports and sales contracts, automatically populating relevant application fields.

For standard transactions that meet applicable requirements and business rules, the system can enable automated processing and approval upon submission, reducing the need for manual intervention.

The platform also guides developers to the correct procedure through a short series of questions. Where information is missing, users can add it while keeping the transaction active rather than having to submit a new application.

According to DLD, the system is expected to improve first-time application acceptance rates, minimise manual data entry and reduce follow-up enquiries.

'Project 360' Gives Developers Consolidated Project View

The platform also introduces Project 360, which provides developers with a unified view of individual projects, including unit status, escrow accounts, financial information and project records.

Early-warning indicators are built into the system to help identify potential issues and enable earlier intervention.

Greater integration between project, sales, escrow and ownership data is also expected to reduce discrepancies between different records while strengthening regulatory oversight.

Developers can use a single account to manage multiple companies and projects, while user permissions can be assigned across teams for submitting, reviewing and managing transactions.

Eng. Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency at Dubai Land Department, said the platform represents an investment in the sector's efficiency and its readiness for the next phase of growth.

He said DLD is developing a digital ecosystem that allows developers to manage projects and complete transactions more effectively while combining faster services with accurate data, stronger oversight and greater transparency.

Supporting Dubai's Wider Digital Transformation

The launch comes as Dubai and the wider UAE accelerate the adoption of autonomous and AI-enabled government services.

The platform aligns with the UAE government's recently announced ambition for 50% of government sectors, services and operations to operate through autonomous, self-executing Agentic AI models within two years.

DLD said the Initial Registration platform also supports the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33, as the emirate works to build a more scalable digital infrastructure capable of handling future growth in property projects and transactions.

For Dubai's development sector, the platform represents another step towards integrating regulatory, financial and transaction processes within a single digital ecosystem as market activity continues to expand.
