Aldar, ADCB Complete Abu Dhabi's First Off-Plan Mortgage Under New Rules

Aldar has completed Abu Dhabi's first registration under ADREC's new off-plan mortgage framework, with ADCB acting as the financing bank. The framework allows eligible buyers to secure mortgage financing before handover.

Aldar, ADCB Complete Abu Dhabi's First Off-Plan Mortgage Under New Rules

Aldar has become the first developer in Abu Dhabi to complete mortgage financing on an off-plan property through a new framework launched by the Abu Dhabi Real Estate Centre (ADREC). The framework allows the financing bank to be formally named on the mortgage registration certificate ahead of handover.

Under the new system, customers who have paid 50 per cent of the purchase price can arrange a mortgage against their off-plan property, with the bank funding the remaining installment payments and the final handover amount. This gives buyers certainty over financing terms in advance, helps preserve liquidity through the construction period, and removes the need to arrange financing at completion.

Aldar completed the first registration under the framework, with Abu Dhabi Commercial Bank (ADCB) supporting the initial transactions as the mortgage bank, in line with UAE Central Bank regulation requiring 50 per cent payment for eligibility.

Ghazi Saeed Alateibi, Executive Director, Real Estate Transaction Sector, said, "The completion of this registration demonstrates ADREC's off-plan mortgage registration service in live market use. By enabling mortgage interests in eligible off-plan real estate units to be recorded in the Initial Real Estate Register, the service strengthens transparency and provides greater clarity and protection for buyers, developers and financial institutions. The service is available on a market-wide basis to participating institutions that meet the relevant requirements, supporting a secure and well-regulated off-plan market in Abu Dhabi."

Aldar customers can access off-plan financing through Home Finance by Aldar, an in-house mortgage advisory service available without fees, which allows buyers to compare options from a broad panel of participating banks.

The framework marks a structural shift in how off-plan financing works in Abu Dhabi, giving buyers earlier certainty on rates and terms rather than leaving mortgage arrangement until handover. With ADREC positioning the service as market-wide and open to any participating institution meeting requirements, this transaction is likely to be the first of many, and could accelerate as more banks join the panel.
