Abu Dhabi has introduced a new regulatory framework designed to streamline construction procedures and strengthen accountability across building projects in the emirate.

The Urban Planning and Permits Centre (UPPC), operating under the Department of Municipalities and Transport (DMT), has issued Circular No. 9 of 2026, establishing clearer responsibilities for supervision consultants and contractors throughout the construction process.

Announced on October 14, 2026, the circular aims to support efficient project delivery while maintaining established standards of building quality and safety.

Clearer Responsibilities Across Construction Stages

The new framework applies to both new and ongoing building projects throughout Abu Dhabi.

It covers structural and architectural works, as well as mechanical, electrical and plumbing systems. Additional construction activities may also fall within its scope according to requirements set by the relevant building control authority.

By defining the responsibilities of project participants more clearly, the framework is intended to improve coordination between supervision consultants and contractors.

The approach places greater emphasis on accountability at different stages of construction, helping ensure that responsibilities are understood throughout the project lifecycle.

Supporting Efficient Project Delivery

The regulatory update forms part of Abu Dhabi's wider efforts to strengthen construction management and improve the efficiency of development procedures.

Clearer processes can help project teams coordinate technical work, manage documentation and maintain consistent standards during construction.

The circular also seeks to enhance oversight efficiency, allowing the relevant authorities to monitor compliance while supporting timely project progress.

Eng. Abdulla Mohamed Al Blooshi, Director-General of the Urban Planning and Permits Centre, highlighted the importance of well-defined responsibilities and efficient procedures in delivering projects that meet quality and safety expectations.

Strengthening Abu Dhabi's Development Environment

As Abu Dhabi continues to develop residential, commercial and mixed-use projects, consistent construction standards remain central to the emirate's built environment.

The new framework provides a common regulatory reference for consultants and contractors working across different types of building projects.

For developers, the clearer allocation of responsibilities can support project planning and coordination. For contractors and consultants, it reinforces the importance of maintaining compliance throughout the construction process.

The introduction of Circular No. 9 of 2026 reflects Abu Dhabi's continued focus on strengthening construction governance, supporting project delivery and maintaining confidence in the quality of its future developments.
